Positive Signs for Nuclear Power:

Views from ANS Officers

This week, the Washington, DC local section of the American Nuclear Society had the unusual pleasure of hosting both the ANS President, Gene Grecheck, and the ANS Vice-President/President-Elect, Andy Klein.   What was particularly interesting is how many positive signs both speakers highlighted during their presentations.  They did acknowledge that all was not rosy, but overall, their comments reflected the fact that a lot of positive things have happened in the past year or so.  Taken one at a time, we sometimes don't realize that there are some changes on the horizon.    

Gene kicked off the session by stating that over 2 billion people in the world today have zero access to electricity, so talking about reducing demand globally is not meaningful.  He also noted that, while the Germans boast about shutting nuclear power plants, Germany's per capita CO2 emissions last year were higher than those of the US.   

I have been particularly interested in how the international market seems to be evolving, so I was quite interested when he shared with us some discussions he had at the COP21 with the leaders of some of the developing countries poised to buy nuclear power plants from Russia.  Gene said that they acknowledged to him that they don’t like the idea of being dependent on Russia.  However, their countries need power now, and any problem that may happen with the Russians will be after their term of office!  This seems like a reverse riff on the NIMTOO (Not In My Term of Office) mantra, that in the United States, has usually been interpreted as politicians delaying decisions on nuclear power plants (or other controversial infrastructure) until they get out of office.

While Gene did not shy away from pointing out recent negative events (nuclear power plant closings, low natural prices, counter-productive pricing mechanisms in the electricity market), he also noted a number of events in the past year or so that had at least some potential positive impacts for nuclear power:  COP21, EPA's Clean Power Plan, Wisconsin’s repeal of their nuclear power plant moratorium, the efforts of the New York Public Utilities Commission to assure the continued operation of some of their nuclear power plants, and recent high-level events in the United States, including the White House Nuclear Summit last November and the DOE Summit this week.

Andy Klein picked up on the positive theme in his remarks, noting several groups that have had  pro-nuclear events and messages, including Third Way, Breakthrough Institute, and others.  He noted that the message from some of these groups is particularly persuasive because they are not perceived as being part of the nuclear industry.  

He also discussed advanced nuclear technologies and small modular reactors, and their potential benefits, although both he and Gene were careful to note that more needs to be done to prove such technologies.  His comments about the start of the NuScale reactor were particularly interesting.  He credits DOE's Nuclear Energy Research Initiative (NERI) with helping get the project started, but he points out that, like many large research projects, the initial efforts were not without some glitches.  Since he will undoubtedly be telling this story to other audiences during his coming term as ANS President, I will not share all the details here.

Andy ended his discussion of advanced reactor R&D by showing the wide assortment of projects underway outside the United States involving different countries and different nuclear technologies.  Unfortunately, there was not enough time in the session for him to describe those in any detail, but the shear number of initiatives makes it clear that there are still a number of countries and organizations committed to developing the next generation of nuclear power.  

The two talks were followed by a brief Q&A, with both speakers addressing the questions.  During the Q&A, Gene made one particularly interesting observation.  He noted that there is an imbalance in the requirements on utilities when they build a power plant versus when they close one.  When a utility wants to build a power plant, they have to address all its impacts--the environmental impacts, the impacts on the community, etc.  They are not permitted to build or operate the plant until they demonstrate compliance with requirements and receive approval.  But when they want to shut a plant down, no approvals are required.  Shutting a power plant certainly has impacts on the environment (due to replacement power), on the local economy (employment), etc., but there is no requirement to address them.  It is the utility operator's economic decision.

Both speakers concluded with optimistic messages.  Gene's final slide read, "The world needs nuclear, and nuclear needs ANS."  Andy repeated that, and laid out some of his plans for ANS in the coming year.  Both Gene and Andy encouraged the active involvement of the nuclear community in ANS as a way to contribute to the positive message about nuclear power.

New Nukes:

The Next Generation

I was pleased to see an article in Time magazine called New Nukes, which provided a rather positive and optimistic view of the need for nuclear power and its future.  [Note:  On-line access by Time magazine is by subscription, so I'm not sure this link will provide the full article or be permanent.]

What proved most interesting to me about the article, however, was not so much the content of the article as the approach.  Rather than highlighting the "usual suspects" for the next generation of designs--that is the integral pressurized water reactors (iPWRs) that most people acknowledge have an edge right now in terms of the stage of development and the knowledge base of conventional PWRs on which they build--they take the leap of focusing on non-light water concepts.  And rather than drawing on the national laboratories and other places that have been exploring non-LWR technologies for decades, they focus mostly on young graduate students--the next generation of reactors from the next generation of reactor designers.

I want to make sure it is clear that the article did mention all the options.  It described the AP1000s and the EPRs currently under construction, it mentioned Babcock and Wilcox and the US Department of Energy (DOE) award as well as the Hyperion and NuScale contenders, and it discussed larger, more established efforts on non-LWRs, such as Terrapower's traveling-wave reactor.

But the article began and ended with a focus on two graduate students who have founded start-up companies in the hopes of promoting non-LWR technologies.  (One is a molten-salt design, and the other, although not stated in the article, seems to be a very small module.)  It almost glossed over the prospects for the iPWRs on the grounds that, "to really change the economics of nuclear...you need to fundamentally change how plants operate."

I was pleased to see such an optimistic article in a major publication like Time.  I am very pleased to see the enthusiasm and enterprise of the next generation of nuclear engineers--and I certainly wish these two young entrepreneurs the best of luck.  Yet, when I see stories like this, I worry about the next "too cheap to meter" criticism.  The article tries to say that there are hurdles ahead, and that it will take time--and lots of money--to bring new designs to market--but I am afraid those cautions are almost lost.  Furthermore, while I think it is important to pursue more advanced technologies, we do ourselves a disservice if we dismiss the near-term technologies. 

Therefore, I hope to see Time, or other publications, continue to cover new developments in nuclear technology.  Over time, I hope these will provide the general public a more complete picture of the iPWRs and their promise and prospects.

New Reactor Designs:

Comparative Assessments

With the proliferation of possible new reactor design concepts bombarding us recently, it is encouraging to see some efforts starting that can help us compare the claims of the competing ideas on similar grounds. The first such effort to come to my attention is a recent article in IEEE Spectrum. Amusingly, the article is titled "Reactors Redux" in the hard copy of the journal, and "Nuclear Reactor Renaissance" on the Internet.

Perhaps I've missed some other comparative assessments, but most of what I have seen to date are claims by the proponents of each individual technology. If I have seen independent analyses at all, they have been targeted toward a particular technology, and did not provide a sense of where that technology stood with respect to others. Since some of the new design concepts are very different from current operating nuclear power plants, it is really helpful to have assessments that compare technologies on more or less equal terms.

The IEEE Spectrum article is at least a start in the right direction. Unfortunately, it doesn't go as far as I would have liked. And quite a few other people share that view, judging by the comments. A more serious flaw, in my view, is that the article does not provide a clear rationale for why they picked the designs they picked. Did they judge these to be the best of the crop? Were these the ones for which they had the most information? It makes a difference. The comments help in identifying some of the other potential options.

One could also argue that this article does not do an in-depth assessment of every one of the technologies. Clearly, it would not be sufficient to make a decision among the options, but that was not its purpose. It does help the reader understand in general terms some of the major issues associated with each technology, including the very important issue of its status of development.

I am aware that there are now other such efforts underway, and the coming months should provide us more and better comparisons between competing technologies. In particular, I know that Ed Kee of NERA Economic Consulting is presently starting a study that should greatly exceed the scope of the IEEE Spectrum article--covering more designs and more issues at greater depth. That study should be a great contribution to the dialogue. There will hopefully also be other articles in general technical publications in the future.

Until then, this article at least starts to put things in perspective for those of us with insufficient time or energy to have probed the details for ourselves.
